Preparations have reached the final stage to provide concessional loans to support the efforts of the youth who are interested in entrepreneurship by using new concept skills and technology in the field of entrepreneurship.

Under the leadership of the National Planning Commission, preparations have been made to provide Rs. 500 million in innovative starting capital at 2 percent interest rate this year.

The commission had formulated the procedure to provide the grant as the innovative starting capital in the last fiscal year but the plan is not to get much return from the amount of the grant.

The proposal to amend the rules of procedure is yet to be approved by the Council of Ministers, said Ram Kumar Phuyal, a member of the commission. 699 individuals and organizations who want to start innovative industries and businesses have already submitted proposals to the commission, but since those proposers have applied for grants, they have to submit revised proposals for loans.


The commission is ready to complete this process within 15 days. There is some injustice in re-applying for a loan as you have applied for a grant. The commission has stated that it will publish the amendment notice with additional procedure as soon as the procedure is amended. New applicants will also be able to apply during this period.

According to the proposed procedure, the loan will be available up to 50 percent of the amount invested in the enterprise. They will get a loan at the rate of 2 percent on the innovative seed capital in schemes ranging from Rs 1 million to Rs 10 million.

The loan commission has already coordinated with Nepal Rastra Bank. We have made it a modality for entrepreneurs to get loans at 2 percent, ‘said Phuyal.’ NRB will give the responsibility of managing this loan to one of the banks. ‘
